Join us in Vancouver to explore the "Edge of Tomorrow"
at the MTS / IEEE-OES Conference. Learn about BC's Neptune and Venus
projects, which will usher in a new era in gathering data to understand
the oceans. This Conference features a partnership of engineering /
technology and scientific researchers. Vancouver, having a history of
discovery and innovation in ocean systems and technology, is the home of
many pioneers in these fields. We believe that our location at an
international crossroads, equally distant from Europe and Asia, coupled
with facilities and associated marine community and infrastructure provide
the underpinning for a first class Oceans 2007.

The conference technical committee has received more than 500 abstracts
from members of ocean professional societies, ocean governing
organizations, government, industry, academia, researchers, educators and
students on recent work in the fundamental and applied science,
engineering, and complimentary areas in:

All the submitted abstracts are now being competitively reviewed for
participation in a three-day session configuration of technical paper
presentations at the conference. Abstracts are being judged on their
technical quality, novelty and relevance to the technical program. Authors
will be notified if, or not, submitted abstracts were accepted. The
submissions of full paper manuscripts for publication in the archival
conference proceedings will follow accepted abstracts. The formatting
guidelines of the final manuscript allow authors a choice between a
one-column or two-column format. Samples for each format can be downloaded
from the
Author Information section. At least one of the author and co-author(s)
of an accepted abstract must carry a full conference registration and be
present at the conference for a 20 minute oral presentation.

Abstract acceptance/rejection notification: June 30
Final Manuscript submission: August 10
Advanced registration deadline: August 15

This conference will be led by Commissioner
Philip D. Moeller. Commissioner
Jon Wellinghoff will also be in attendance.
The purpose of the conference will be to present Commission staff’s
proposed licensing process for hydrokinetic energy pilot projects
and to seek feedback from representatives from industry, state and
federal agencies, NGOs, Native American tribes, and members of the
public. Hydrokinetic projects generate electricity from ocean waves,
tides, and currents sand from free-flowing rivers.
The goal of the of the proposed program is to complete licensing in
as few as six months, to provide for Commission oversight and agency
input, and to allow developers to generate while testing. This
process will be available for projects that are: (1) small (5 MW or
less), (2) removable or able to shut down on relatively short
notice, (3) not located in waters with sensitive designations, and
(4) for the purpose of testing new hydro technologies or determining
appropriate sites for hydrokinetic projects.
We envision the license having the following characteristics:
 | A short license term (5 years); |
 | A standard license condition requiring project alteration or
shutdown in the event that monitoring reveals an unacceptable
level of environmental effect; |
 | The option of applying for a 30-50 year license at the end of
the license term; and |
 | A standard license condition requiring decommissioning and
site restoration at the time of license expiration if the option
is not exercised. |
